Les puces ont besoin d\u2019une carte de circuit imprim\u00e9 et d\u2019un substrat de circuit int\u00e9gr\u00e9 pour se connecter \u00e0 un appareil \u00e9lectronique.<\/p>\n<p class=\"ai-optimize-7\">Les cartes de circuits imprim\u00e9s (PCB) se trouvent dans tous les syst\u00e8mes de d\u00e9fense nationale et d\u2019infrastructures critiques qui font fonctionner notre pays.<\/p>\n<p class=\"ai-optimize-8\">Nous fabriquions autrefois 30 % des PCB mondiaux, mais nous n\u2019en produisons plus que 4 % et moins de 1 % des substrats. Nous d\u00e9pendons de l\u2019Asie pour 90 % des PCB, dont plus de 50 % proviennent de Chine.<\/p>\n<p class=\"ai-optimize-9\">\u00c9tant \u00e0 l\u2019extr\u00e9mit\u00e9 d\u2019une cha\u00eene d\u2019approvisionnement longue et vuln\u00e9rable dans une r\u00e9gion o\u00f9 le risque de perturbation de l\u2019approvisionnement est \u00e9lev\u00e9 et la situation g\u00e9opolitique incertaine, les \u00c9tats-Unis doivent disposer d\u2019une capacit\u00e9 nationale pour \u00e9galer la production des usines de semi-conducteurs am\u00e9ricaines.<\/p>\n<p class=\"ai-optimize-10\">\u00ab Sans un investissement concomitant dans les PCB et les substrats, les puces de fabrication am\u00e9ricaine sont exp\u00e9di\u00e9es en Asie pour \u00eatre conditionn\u00e9es avec des PCB et des substrats de fabrication asiatique \u00bb, a d\u00e9clar\u00e9 Shane Whiteside, pr\u00e9sident de la Printed Circuit Board Association of America et PDG de Summit Interconnect. \u00ab Si nous n\u2019inversons pas la d\u00e9localisation drastique que nous avons connue, nous continuerons \u00e0 d\u00e9pendre de sources dont la provenance et la s\u00e9curit\u00e9 ne sont pas toujours claires. Nos syst\u00e8mes de d\u00e9fense nationale et d\u2019infrastructures critiques sont remplis de PCB provenant de Chine. Cette l\u00e9gislation inversera la tendance afin que les \u00c9tats-Unis puissent produire de la micro\u00e9lectronique s\u00e9curis\u00e9e et fiable pour nos syst\u00e8mes de d\u00e9fense nationale et \u00e9conomiques les plus sensibles. \u00bb<\/p>\n<p class=\"ai-optimize-11\">Dispositions principales du projet de loi :<\/p>\n<p class=\"ai-optimize-12\">\u2022 Accorde un cr\u00e9dit d\u2019imp\u00f4t de 25 % pour l\u2019achat ou l\u2019acquisition de PCB de fabrication am\u00e9ricaine<br \/>\n\u2022 \u00c9tablit un programme d\u2019assistance financi\u00e8re, calqu\u00e9 sur le CHIPS for America Act, pour les installations am\u00e9ricaines qui fabriquent ou effectuent des recherches sur les PCB<br \/>\n\u2022 Exige une d\u00e9termination pr\u00e9sidentielle pour les attributions financi\u00e8res uniques de plus de 150 millions de dollars<br \/>\n\u2022 Autorise l'affectation de 3 milliards de dollars pour la mise en \u0153uvre du programme.<\/p>\n<p class=\"ai-optimize-13\">Le directeur ex\u00e9cutif de la PCBAA, David Schild, a d\u00e9clar\u00e9 : \u00ab Des F-35 aux F-150, le monde moderne repose sur les cartes de circuits imprim\u00e9s, et nous devons en fabriquer davantage en Am\u00e9rique.
